Billy is a character from a show called The Grim Adventures of Billy and Mandy that was also created by the same person who did Evil Con Carne "Maxwell Atoms (Adams) " He also made some cameos in this show. He has a big fat pink nose and a red hat and orange hair and a shirt. He is stupid. He is Mandy's friend, and he has the Grim Reaper as his personal friend/slave along with his friend Mandy.
He later becomes General Skarr's neighbor in the show, after General Skarr moves to Endsville after his own show is cancelled.
